While this site isn't the most aesthetically pleasing option on this list, it's hard to beat the quality of its resources. Public-sector courses designed for the Foreign Service Institute, Defense Language Institute, and Peace Corps training provide PDF instructions in a variety of languages and dialects.
With a little digging, you can also access multiple audio files and training materials. You can also access many of these resources through the Live Lingua website if you prefer the organization.
